Peterborough City Council’s Licensing Committee has approved plans to launch a public consultation in October on a draft Taxi and Private Hire Policy for 2026 to 2031.
Councillors agreed at a meeting at Sand Martin House on 8 October to invite feedback from drivers, operators, passengers and the wider public.
The current licensing policy is nearing expiry, prompting the authority to update its rules to align with national recommendations, including those arising from the Baroness Casey Review, for tighter industry regulation.
The draft policy introduces several key measures designed to strengthen public safety and enhance regulatory oversight across the local trade. Proposed updates include financial checks for all new and renewing private hire operator applications to ensure businesses can meet licensing standards, as well as revised vehicle testing requirements.
Increased safeguarding for vulnerable passengers is a central focus, particularly for services involved in contracts transporting children, young people and adults at risk.
Alongside safety upgrades, the policy features environmental incentives to encourage cleaner transport across the city. Under the proposed guidelines, zero-emission vehicles would remain eligible for licensing for up to 18 years, supporting the uptake of eco-friendly transport.
Once the public consultation launches shortly, the council will promote it across social media, with all submitted feedback set for review before a final version is presented to councillors for official approval.
