
A taxi driver who had his licence revoked over a decade ago after hiding three serious convictions is now being considered for a new hackney carriage driver's licence.
The applicant previously had his licence stripped by Christchurch Borough Council. According to a BCP Council report, the driver "did not advise the Christchurch Borough Council of the initial offences for which he had been charged or later the criminal convictions" when they occurred.
This failure to report his record triggered a hearing that resulted in his licence being revoked, a decision the driver unsuccessfully appealed in the Magistrates' Court.
The driver launched a fresh application for a licence on March 24 this year. During the screening process, a BCP licensing officer discovered the applicant had also applied to Portsmouth City Council in 2024.
Furthermore, BCP officials contacted Dorset Council, which confirmed it would likely refuse any application submitted by the same individual.
Because of the sensitive details surrounding the driver's history, BCP Council reviewed the case in a private, exempt session on July 8.
Kelly Deane, BCP Council's Director of Housing and Public Protection, defended the thoroughness of the screening process, stating: "As the licensing authority we are committed to making sure that public safety remains at the centre of every decision we make."
Deane explained that all prospective drivers must undergo "rigorous safety checking" including enhanced DBS checks and a search against the National Register of Taxi Licence Revocations and Refusals (NR3).
Regarding the current case, Deane added: "Information has been identified during the application process that requires further consideration."
The application has been referred to the Licensing Sub-Committee, which will review all evidence to determine if the applicant meets the legal standard of being a "fit and proper person" to hold a taxi licence.

The review is being conducted alongside traffic consultants LVSA to evaluate the current state of licensed vehicles across the region.
