
A private hire driver who had his licence revoked years ago after picking up a passenger without a booking has been cleared to work in Fareham.
Fareham Borough Council's licensing panel agreed to grant the licence to the applicant, referred to as ‘Mr G’, following a hearing at the civic offices on Tuesday, June 9.
The panel heard that Mr G’s former licence with Aylesbury Vale District Council was taken away in July 2019. This followed an incident in November 2018 when he was caught illegally plying for hire, which meant he was driving without valid insurance for that journey.
Mr G told the panel that the offence happened early in his career, shortly after he first became a private hire driver.
He accepted full responsibility for the mistake, explaining that he "had misunderstood the legal requirements" regarding pre-booked journeys for private hire drivers. He added that Aylesbury Vale authorities had informed him he could reapply after some time had passed.
Councillors also questioned Mr G about a failure to disclose certain information on his application form. He explained that this was a genuine misunderstanding of the form's wording.
The panel accepted his explanation, noting that because he had openly disclosed the previous Aylesbury Vale revocation, there was clearly no deliberate attempt to mislead the council.
To grant the licence, councillors had to decide if Mr G met the legal standard of being a "fit and proper person" by looking at past convictions, complaints and behaviour patterns. They noted that the standard seven-year penalty period typically applied to insurance offences is nearly over.
Given his current clean driving record with Transport for London and the lack of any further complaints, the panel ruled that Mr G is a fit and proper person and officially approved his licence.
