40 CABBIES LOSE LICENCES AFTER PAST CRIMES, MISCONDUCT UNCOVERED IN BUCKS COUNCIL REVIEW

Buckinghamshire Council has revoked 40 taxi licences in the past year—approximately 1.2 per cent of all licensed drivers—after a review exposed a range of serious offences, including historic sexual assault, drug crimes, and dangerous driving.

The findings were published in the council’s annual review of taxis and minicabs, covering the period from October 2024 to September 2025. Revocations mean the council determined the individual was no longer ‘fit and proper’ to hold a licence.

Offences leading to revocation included:

  • Historic arrest for sexual assault.

  • Possession of drugs or guilty of drug-related offences.

  • Violence offences and a driver with a 'pattern of allegations of violence.'

  • Drink driving and multiple driving offences, including using mobile phones while driving.

  • Inappropriate conduct.

Licences were also suspended or revoked due to physical and mental health issues, including someone with a ‘false medical certificate’ and a driver with ‘significant medical and mental health concerns’ who failed to declare them.

Another revocation was issued to a driver with an ‘extensive’ number of conduct complaints in another authority area.

In addition to driver revocations, 50 vehicle licences were revoked, roughly half due to ‘extensive’ accident damage, as licensed vehicles must meet strict safety standards. The council also refused 47 new applications.

A total of 469 complaints were received about drivers, with behavioural issues, driving standards, and parking concerns making up the majority.

The council reported carrying out 322 investigations and successfully defending all five appeals lodged against its decisions to refuse, revoke, or suspend licences.

In two notable cases, the council was awarded costs by the court: £9,000 after one driver withdrew their appeal on the day of the hearing, and nearly £2,700 from an appellant facing revocation for ‘unacceptable’ behaviour who also withdrew their appeal.

The review noted that while the number of licensed drivers remained stable at 3,460, the slight decrease in licensed vehicles (down to 2,466) ‘appears to directly relate to the number of licensed drivers that have been revoked.’
