(NOTE 1) Includes purpose built taxis (which are wheelchair accessible) and converted vehicles. (NOTE 2) Total taxis may not equal the number of wheelchair accessible taxis plus other taxis as the breakdown was not provided by some licensing authorities. (NOTE 3) North Northamptonshire and West Northamptonshire unitary authorities were formed on 1 April 2021 but for the 2022 survey responses were received from the districts that make up these new authorities. (NOTE 4) TfL is the licensing authority in London. PHV driver licensing by TfL began in April 2003, with vehicle licensing in April 2004. (NOTE 5) Figures on number of licensed vehicles, drivers and operators for Gloucester for 2022 are estimates. Actual figures could not be provided due to IT system issues. (NOTE 6) West Berkshire have advised that figures for 2023 are estimates as changes in IT systems have made it difficult to provide robust figures. They were also unable to provide data on numbers of wheelchair accessible vehicles. (NOTE 7) Cumberland unitary authority was formed on 1 April 2023. While a combined response was provided, in some cases the former districts still had different licensing policies in place as at 1 April 2023 due to transitional arrangements following the creation of the new unitary authority. Therefore the data provided represents a best attempt to represent the combined position of the new authority. (NOTE 8) Westmorland and Furness unitary authority was formed on 1 April 2023. However, the former districts still had different licensing policies and systems in place as at 1 April 2023 due to transitional arrangements following the creation of the new unitary authority. Therefore separate responses were provided. (NOTE 9) North Yorkshire unitary authority was formed on 1 April 2023. While a combined response was provided, in some cases the former districts still had different licensing policies in place as at 1 April 2023 due to transitional arrangements following the creation of the new unitary authority. Therefore the data provided represents a best attempt to represent the combined position of the new authority. (NOTE 10) Somerset unitary authority was formed on 1 April 2023.
