In its COVID-19 prevention advice for taxi drivers, the government calls for keeping vehicles clean to reduce the risk of the virus spreading.
This includes regularly cleaning surfaces, including card payment devices and door handles, carrying a box of tissues and washing their hands frequently or use sanitizer gel.
Speaking to Edinburgh Live, the disgusted passenger said: "When the taxi arrived there was a glass on the floor in the back with drink spilled.
"The driver clearly hadn’t even looked never mind cleaned the car between passengers.
"He then dried up the alcohol and dropped the glass smashing it on my street.
"Despite all this he was driving while looking at his phone the entire time."
Police can hand out a fixed penalty for driving while using a hand-held mobile phone is £200 and six penalty points in Scotland.
Courts can also fine car drivers up to £1000, while HGV and bus drivers can be fined up to £2,500 and issued a driving disqualification.
